- Be currently pursuing or have been admitted to a doctoral programme in a field of study related to the Council.
- Be enrolled as a full time student or a part time student due to a handicap.
- Not be concurrently enrolled in another doctoral programme.
- Do not accept a permanent professor position or other full-time employment.
