Guillermo Cisneros Pérez
Guillermo Cisneros Pérez (April 1960), PhD in Telecommunications Engineering, Professor of the Polytechnic University of Madrid, is the Director General of the Foundation for International Promotion of Spanish Universities, Universidad.es
Previously, he was the Director of the Technical School of Telecommunications Engineering of the Polytechnic University of Madrid (UPM), President of the Rogelio Segovia Foundation for the Development of Telecommunications (Fundetel), and President of the Directors Conference of centres that certify Telecommunication Engineering degrees (CODITEL) (2004-2012). He has lead both national and international educative innovation projects in the UE Framework Programme, in addition to creating degree structure for Bachelor, Masters and Doctorates (2001-2012). He has been the Spanish representative in numerous national and international organizations, belonging to several Expert Telecommunication Groups (ETSI; UTI; etc.) (1985-1991), in European Platforms of I+D+i, co-leader of work groups from 23 research centres for the Workprogramme generation of the EU for I+D+i in the Internet of the Future. He was an International Representative of ANECA, leading the process of the first international accreditation by EAC/ABET with a Masters level of Science of the title of Telecommunication Engineer (ETSIT-UPM), and leading the first European project for quality accreditation with four European countries and their respective equivalent agencies of ANECA. (2004-2012). He was a regular Assessor and Auditor of projects and programs for the EU (1991-2012). Between 1985 and 2012 he has directed doctoral thesis (8), has participated in international research projects (40) and national (52), of which he has been the Project Director or Principal Researcher in 13 international and 25 national. He has published over 130 works in magazines and prestigious, well-known congresses of which 80 are international. His studies in Humanities and Music from the Real Conservatorio Superior de Madrid have brought him to participate as director of the summer courses of the Universidad de Cantabria that take place in the UPM.
